Abstract

SAFE-Matter™ proposes a constitutional runtime governance architecture for consequence-bearing systems. The framework rejects the assumption that historic certification or prior approval permanently justifies continued operational authority. Instead, SAFE-Matter™ establishes a continuously governed admissibility boundary in which execution authority may continue only while present-state legitimacy remains continuously provable at the exact moment of reliance. This paper presents the reduced constitutional core of the SAFE-Matter™ architecture. It defines the irreducible runtime legitimacy boundary governing operational continuity, evidential freshness, dependency admissibility, signal authenticity, and UNKNOWN-state constitutional degradation. The framework reduces runtime governance to a continuous constitutional sequence in which legitimacy is verified, admissibility is computed, and execution authority is either permitted or denied.SAFE-Matter™ therefore replaces inherited trust with continuously governed operational legitimacy.
