Abstract

This release is a separate public doctrinal specification and commercial companion note aligned with the authored Applicability Boundary Doctrine. It should be read alongside the canonical baseline publication of the Applicability Boundary Doctrine, DOI: 10.5281/zenodo.19425317, the doctrinal extension, DOI: 10.5281/zenodo.19443895, the separate doctrinal specification on epistemic applicability, DOI: 10.5281/zenodo.19447536, the separate doctrinal specification on reality verification, DOI: 10.5281/zenodo.19457414, the separate doctrinal specification on approval-execution separation, DOI: 10.5281/zenodo.19462291, the separate doctrinal specification on substrate integrity, DOI: 10.5281/zenodo.19463230, the separate doctrinal specification on human-institutional responsibility, DOI: 10.5281/zenodo.19476910, the separate doctrinal specification on decorative governance, DOI: 10.5281/zenodo.19478004, the separate doctrinal evaluation module on vendor claim admissibility, DOI: 10.5281/zenodo.19487979, the separate doctrinal evaluation module on memory, context, delegation, and manual boundary integrity, DOI: 10.5281/zenodo.19502406, the separate doctrinal technical specification on formal conditions of standing and re-sanctioning, DOI: 10.5281/zenodo.19599888, the separate doctrinal evaluation module on update-rule admissibility and standing preservation, DOI: 10.5281/zenodo.19616417, the separate doctrinal technical specification on irreversibility posture and the boundary of governance automation, DOI: 10.5281/zenodo.19636475, the separate doctrinal technical specification on deterministic liability, pressure isolation, and mission invalidation, DOI: 10.5281/zenodo.19655615, the commercial companion note on deterministic liability and insurer readability, DOI: 10.5281/zenodo.19657625, the publication on Evidence Standing Envelope, DOI: 10.5281/zenodo.20276203, and the publication on Decorative Isolation, DOI: 10.5281/zenodo.20369228. Publication 18 defines Pressure-Claim Standing as a narrowed claim-standing test for pressure-boundary claims. It does not introduce a new technical control, a new risk framework, or a compliance scheme. It asks a narrower question: when does a pressure-boundary claim carry consequence-bearing force? A pressure-boundary claim is any assertion that a boundary, control, mode, escalation path, recovery path, monitoring process, shutdown path, or organizational arrangement can contain, reduce, withstand, transfer, route, or terminate a specified pressure before consequence. The central claim is that such a pressure-boundary claim has standing only when the pressure type, source, sink, declared pathway or justified proxy, stress condition, threshold or boundary condition, residual transfer, named owner, monitoring trigger, and recovery or shutdown route are declared and reviewable. This release also includes Commercial Companion Note 04: Pressure-Claim Standing and Residual Transfer Readability in Consequence-Bearing AI Systems. The companion note translates Publication 18 into public commercial review language for insurers, procurement teams, boards, auditors, and risk committees. This release is domain-neutral and consequence-class based. It is relevant to consequence-bearing AI, high-consequence AI, agentic AI, GPAI-enabled workflows, AI governance, cybersecurity governance, cloud and SaaS governance, procurement review, board risk review, insurance review, critical infrastructure, industrial systems, financial systems, healthcare AI, maritime and offshore operations, public-sector decision systems, and other regulated or high-consequence environments. This release does not replace any prior doctrinal publication. It does not disclose the paid evaluation method, private scoring method, machine-readable schema library, insurer-facing artifact workflow, procurement scoring method, policy templates, test payloads, domain-specific rollout path, runtime enforcement architecture, or implementation design. No patent license or implied commercial implementation right is granted by this release. Commercial implementation, operational integration, productization, paid assurance packaging, paid audit products, paid certification products, paid procurement deliverables, paid regulatory submissions, paid insurer-facing services, paid dispute-support services, derivative commercial frameworks, commercial training products, commercial standards packaging, policy-template products, insurer-facing artifact packages, or other commercial reuse designed for sale or service delivery requires separate written permission or license from the author unless independently established without reliance on the authored framework. Reading, citation, scholarly discussion, non-commercial analysis, internal review, governance review, risk review, legal review, regulatory review, supervisory review, insurer review, auditor review, procurement review, board consideration in non-commercial evaluative use, and ordinary regulatory or supervisory consideration are permitted provided authorship and source are preserved.
