Abstract

This working paper develops Propagation Reference Boundaries as a non-executable structural framework for AI+AGI output circulation, reference-eligible scope, and propagation limits. The paper addresses the risk that generated outputs, external results, document-state records, verification records, time-history references, economic reference objects, design references, public records, or institutional records may circulate across contexts and be mistaken for publication, approval, evidence confirmation, legal effect, operational execution, institutional adoption, public disclosure, value transfer, or state propagation. The framework defines propagation target references, propagation condition references, propagation-eligible scopes, propagation restriction criteria, upper-layer reflection boundaries, external reference boundaries, and non-executable propagation limits. These structures may preserve where a record can be referenced, circulated, prepared for later review, or positioned for external propagation without carrying out propagation as an operation. The framework does not present a transmission system, routing system, publication engine, public-disclosure mechanism, approval system, evidence-confirmation system, state-generation system, seal-execution system, address-generation system, settlement system, or legal-effect mechanism. It provides a structural boundary for distinguishing reference circulation from execution, public effect, institutional adoption, and legal finality. This working paper is Paper 25 of the AGI Structural Alignment Series.
