The Derscariu Programme: Experimental Discovery and Fundamental Obstructions to a von Mangoldt–GUE Proof of the Riemann Hypothesis

Final report of the Derscariu Programme. We present the experimental discovery that a von Mangoldt potential reproduces the Riemann zeros with correlations up to 0.999997 and GUE statistics, together with the rigorous identification of three fundamental obstructions (failure of Dixmier trace factorisation, infinite traces on Toeplitz projections, and incompatibility between the continuous operator spectrum and the discrete zero set). The programme is closed as a negative result; all code and data are available.
