TSUMS 4.0V: A Generalizable Public-Layer Modular Governance Engine for Multi-Domain Risk Upstreaming, Replayable Disaster Risk Reduction, and Ecological Responsibility
Abstract
TSUMS 4.0V is a public-layer modular governance engine for risk upstreaming, replayable disaster risk reduction, first-line procedural protection, and ecological responsibility tracking. The framework converts observable weak signals into input traces, warning events, governance states, responsible-role mappings, required records, field evidence chains, replay validation outputs, governance correction pathways, and ecological responsibility trails across high-risk human and environmental systems. This public-layer version discloses modules, pseudocode, routing matrices, validation scope, and boundary controls. It does not disclose proprietary scoring functions, internal weights, operational thresholds, black-box decision logic, enforcement logic, insurance pricing logic, legal liability formulas, carbon-credit certification methods, or MRV methodologies. The manuscript has been submitted to the International Journal of Disaster Risk Reduction and assigned manuscript number IJDRR-D-26-01603. This Zenodo record preserves the public-layer reference specification for citation, review, comparison, adaptation, and future testing.
