Abstract

This release is a separate public doctrinal specification aligned with the authored Applicability Boundary Doctrine publication line. It should be read alongside the canonical baseline publication of the Applicability Boundary Doctrine, DOI: 10.5281/zenodo.19425317, the doctrinal extension, DOI: 10.5281/zenodo.19443895, the separate doctrinal specification on epistemic applicability, DOI: 10.5281/zenodo.19447536, the separate doctrinal specification on reality verification, DOI: 10.5281/zenodo.19457414, the separate doctrinal specification on approval-execution separation, DOI: 10.5281/zenodo.19462291, the separate doctrinal specification on substrate integrity, DOI: 10.5281/zenodo.19463230, the separate doctrinal specification on human-institutional responsibility, DOI: 10.5281/zenodo.19476910, the separate doctrinal specification on decorative governance, DOI: 10.5281/zenodo.19478004, the separate doctrinal evaluation module on vendor claim admissibility, DOI: 10.5281/zenodo.19487979, the separate doctrinal evaluation module on memory, context, delegation, and manual boundary integrity, DOI: 10.5281/zenodo.19502406, the separate doctrinal technical specification on formal conditions of standing and re-sanctioning, DOI: 10.5281/zenodo.19599888, the separate doctrinal evaluation module on update-rule admissibility and standing preservation, DOI: 10.5281/zenodo.19616417, the separate doctrinal technical specification on irreversibility posture and the boundary of governance automation, DOI: 10.5281/zenodo.19636475, the separate doctrinal technical specification on deterministic liability, pressure isolation, and mission invalidation, DOI: 10.5281/zenodo.19655615, the commercial companion note on deterministic liability and insurer readability, DOI: 10.5281/zenodo.19657625, the separate doctrinal specification on Evidence Standing Envelope, DOI: 10.5281/zenodo.20276203, the separate doctrinal specification on Decorative Isolation, DOI: 10.5281/zenodo.20369228, and the separate doctrinal specification on Pressure-Claim Standing, DOI: 10.5281/zenodo.20417363. This publication consolidates the standing surfaces introduced in Publications 16, 17, and 18 into a Unified Claim Standing Record Layer. It does not create a new standing object. It provides a public minimum record layer for consequence-bearing claims across evidence standing, boundary/isolation standing, authority standing, pressure-claim standing, commit standing, and post-consequence proof survival. The central claim is that a consequence-bearing claim has standing only when the evidence basis supports the claim class, the boundary or separation basis supports the asserted containment, the authority basis remains current, the pressure and residual-transfer basis are named and owned where applicable, the commit basis is proven at commit-time against the canonical source, and the proof basis survives consequence and is independently reconstructable. The release includes Commercial Companion Note 05, which translates the doctrine into a buyer-readable review surface for insurers, procurement teams, boards, auditors, counsel, regulators, and safety-critical system owners. The companion provides minimum public review questions, red flags, a Governance Receipt Minimum Record, and sample procurement language. This release is domain-neutral and consequence-class based. It is relevant to consequence-bearing AI, high-consequence AI, clinical AI, AI/ML-enabled medical devices, banking and model risk, insurance, cybersecurity operations, critical infrastructure, aviation, autonomous vehicles, robotics, industrial automation, public sector decision systems, employment and education screening, legal and sanctions workflows, supply chain and procurement, maritime and offshore operations, and other consequence-bearing environments. This release does not replace any prior doctrinal publication. It does not adjudicate third-party priority, infringement, derivation, or authorship. It does not rely on social-media discourse as a source of doctrine. It uses the author's prior public publication line as the doctrinal basis and references external standards only as adjacent context. This release does not disclose the paid evaluation method, private schema library, insurer-facing artifact workflow, procurement scoring method, domain-specific rollout path, runtime enforcement architecture, certification method, or implementation design. No patent license or implied commercial implementation right is granted by this release. Commercial implementation, operational integration, productization, paid assurance packaging, paid audit products, paid certification products, paid procurement deliverables, paid regulatory submissions, paid insurer-facing services, paid dispute-support services, derivative commercial frameworks, commercial training products, commercial standards packaging, or other commercial reuse designed for sale or service delivery requires separate written permission or license from the author unless independently established without reliance on the authored framework. Reading, citation, scholarly discussion, non-commercial analysis, internal review, governance review, risk review, legal review, regulatory review, supervisory review, insurer review, auditor review, procurement review, board consideration in non-commercial evaluative use, and ordinary regulatory or supervisory consideration are permitted provided authorship and source are preserved.
