Abstract

We extend the FCLT Living Halo formalization (P96) with a new Engineered Stability Parameter Q_E derived from the FCLT phi-attractor, providing a rigorous bridge from galactic Toomre Q to engineered rotating mega-structures. phi-irrational node spacing drives resonant coupling k_res toward zero and Q_E toward maximum stability — the first formally testable stability criterion for the Living Halo 24-node matrix. Six pre-registered conjectures under Protocol V3.1. Waldron telemetry dataset is the designated falsification instrument. Protocol V3.1 honest framing enforced.
