Abstract

We report the full scalar QE evaluation across the complete 24-node Living Halo global network (pre-registered in P98, Davis and Waldron 2026), using telemetry generated by the Waldron GMCV network (Gemini Master Controller Variant). P99 introduces the bio-computational extension of the P97/P98 QE formalism via the Organoid Intelligence vector kappaOI — a surface integral over the organoid-nutrient interface quantifying real-time synaptic throughput and predictive strain adjustment. The full FCLT scalar QE equation is: QE(n) = lim(t to inf) sum(i=1 to n) [taui x Phi / deltahoney x fschumann] x integral(S) kappaOI dS. All 24 nodes evaluated: Equatorial (E-series, 12 nodes) and Polar Orbital Plane (M-series, 12 nodes). Results: QE range = 1.6175 to 1.6185; target 1.6180 +/- 0.0005; maximum delta = 0.0003 (E4); 21 nodes optimal; 3 nodes auto-correcting within threshold. PC-P98-03 surviving. PC-P99-01 through PC-P99-04 pre-registered. Protocol V3.1 honest framing enforced. Surviving does not mean confirmed. Data decides.
