Abstract

v2 of the political-economic critique (supersedes v1, DOI 10.5281/zenodo.20527808). Revised per reviewer pass: opens with 'presents itself as a security measure; read structurally, it is also the legal establishment of a meaning caste system' rather than refusing the security reading outright; adds a definition of 'meaning caste' as a tiered access regime over industrial cognition; tightens the upper-tier claim to focus on what the classified framework prevents the public from knowing; integrates the Semantic Commodity Form (DOI 10.5281/zenodo.20449323) as the analytical operator naming the policy-layer translation of social-relations vocabulary into administrative register. Eight movements: (I) what the order does; (II) what the order will not name (word counts: 'security' 17×, 'cyber' 14×, with zero mentions of labor, education, culture, fairness, transparency, attribution, provenance, meaning, or commons); (III) the Anthropic arc from February 27 supply-chain-risk designation through June 1 IPO filing to June 2 EO endorsement as worked example of caste induction; (IV) the two tiers, with stratification as the function regardless of which specific capabilities are stratified; (V) the 'voluntary' framework as Mediation Ratchet applied to corporate governance; (VI) the missing benchmark, contrasting the order's 'advanced cyber capabilities' testing mandate with the Reasoning Under Load, PER, DSL, IPF, Diversity Contraction, and Constitutive Provenance evaluation frameworks deposited in the archive; (VII) the Mediation Ratchet applied to the state itself; (VIII) what this is — not deregulation, not even regulation as commonly framed, but industrial policy for a meaning caste system, conducted through translation of social-relations concerns into administrative vocabularies the public has no standing to contest.
