Abstract

The Managed Variable Test is Tool 08 in the Ordering Tools Series. This report develops a practical diagnostic framework for identifying when a useful actor remains inside a system but is no longer trusted with discretion. It translates the managed-variable mechanism from the Ordering framework into a structured test based on five signals: monitoring replacing trust, redundancy becoming normal, access becoming conditional, discretion becoming procedural, and exit being planned while use continues. The tool includes signal readout, weighted reading, domain mapping, review triggers, carrying strategy, misuse boundaries, and guidance on when to use the accompanying Managed Variable Assessment Record Sheet and Managed Variable Assessment Pack. It should be read together with Working Paper No. 03, From Partner to Managed Variable, and Ordering Applied Brief No. 01, The Managed Variable World.
