Execution Governance Canonical Definition Package v1.0.1
Abstract
This public definition package provides the canonical definition of Execution Governance (EG) as an independent structural governance research framework focused on governed effects. It defines the core EG concepts, including governed effect, proposed action, pre-execution authorization, execution authorization, live-context integrity, verified mandate, valid constraints, accountability, reviewability, and sufficient verifiable proof. The package establishes the six concurrent conditions under which a proposed action may be authorized to produce a governed effect: verified mandate, valid constraints, live-context integrity, accountability, reviewability, and sufficient verifiable proof. It is intended as a public reference for researchers, standards contributors, AI governance practitioners, autonomous systems developers, policy communities, and organizations exploring execution-level governance for AI-enabled actions, autonomous systems, agentic AI, cyber-physical systems, and high-consequence digital workflows. This document is part of the Execution Governance v1.0.1 Public Release Series. It is a conceptual and definitional research document. It is not an ISO, IEC, IEEE, NIST, or W3C standard, specification, certification scheme, conformance model, or implementation guide, and it is not endorsed by those organizations.
