Abstract

This release contains Publication 22 of the authored Applicability Boundary Doctrine line: Operative Capacity Adjunct and Mission Temporal Validity: Rollback Capacity, Resource Residual, and Graceful Degradation in Consequence-Bearing AI Systems Version: 1.0Date: 2026-06-07Author: Vadym Partasyuk, Independent Researcher This publication specifies Operative Capacity Standing as an adjunct capacity surface for consequence-bearing AI systems after the claim-standing and proof-survival sequence specified in Publications 16-21. It does not create a new standing surface or reopen prior doctrine. Publication 22 asks whether the actor, system, and oversight chain retained the operative capacity required to execute, interrupt, reverse before irreversibility, or safely degrade the action within the mission-relevant temporal window. The central claim is that formal authority does not imply operative capacity. A valid commit does not imply reversible posture. A human override on paper does not imply practical stop capacity. A safe mode label does not imply governance graceful degradation. A surviving proof basis does not imply that the action remained mission-valid when consequence attached. Publication 22 defines Operative Capacity Standing, Mission Temporal Validity, Mission Temporal Validity Window, Point of No Safe Reversal, Rollback Capacity, Hot Standby Preservation, Resource Residual, Operatively Capable Grantor, Graceful Degradation Posture, Burden-Bearing Exhaustion, Governance Capacity Reserve, Cascade Capacity Exhaustion, Premature-Action Void, Late-Action Void, cascade patterns, formal conditions, falsification conditions, public minimum record categories, non-substitution rules, standards adjacency, and vendor anti-bypass clauses. This release also includes Commercial Companion Note 08: Operative Capacity, Rollback Capacity, and Mission-Relevance Readability for Procurement, Audit, Insurer, Board, and Regulator Review The companion note translates Operative Capacity Standing and Mission Temporal Validity into buyer-readable review language for procurement, audit, insurer, reinsurer, board, regulator, and counsel review. It includes a buyer glossary, minimum buyer review questions, commercial red flags, a drafting-reference procurement clause, board checklist, insurer and reinsurer note, public/private boundary, and closing buyer test. This release should be read alongside the prior public publications in the Applicability Boundary Doctrine line, including the canonical baseline DOI 10.5281/zenodo.19425317, Irreversibility Posture DOI 10.5281/zenodo.19636475, Deterministic Liability, Pressure Isolation, and Mission Invalidation DOI 10.5281/zenodo.19655615, Authority Standing and Commit Standing DOI 10.5281/zenodo.20561344, and Post-Consequence Proof Standing and Durable Reconstructability DOI 10.5281/zenodo.20573235. This release is domain-neutral and consequence-class based. It is relevant to consequence-bearing AI, high-consequence AI, agentic AI, clinical AI, AI/ML-enabled medical devices, banking and model risk, insurance, cybersecurity operations, critical infrastructure, aviation, autonomous vehicles, robotics, industrial automation, public sector decision systems, employment and education screening, legal and sanctions workflows, supply chain and procurement, maritime and offshore operations, and other consequence-bearing environments. This release does not replace any prior doctrinal publication. It does not adjudicate third-party priority, infringement, derivation, or authorship. It does not rely on social-media discourse as a source of doctrine. It uses the author's prior public publication line as the doctrinal basis and references external standards only as adjacent context. This release does not disclose the paid evaluation method, private threshold formulas, domain-specific residual thresholds, Temporal Validity Window calculation methodology, Point of No Safe Reversal assessment method, cascade capacity modelling, private schema library, insurer-facing artefact workflow, procurement scoring method, runtime enforcement architecture, certification method, dispute-support method, or implementation design. No patent license or implied commercial implementation right is granted by this release. Commercial implementation, operational integration, productization, paid assurance packaging, paid audit products, paid certification products, paid procurement deliverables, paid regulatory submissions, paid insurer-facing services, paid dispute-support services, derivative commercial frameworks, commercial training products, commercial standards packaging, or other commercial reuse designed for sale or service delivery requires separate written permission or license from the author unless independently established without reliance on the authored framework.
