SAFE-Matter™ Runtime Governance Architecture Continuous Determination of Admissible Authority in Life-Critical Systems
Abstract
This publication defines the SAFE-Matter™ Runtime Governance Architecture, the operational layer through which admissible authority is continuously determined within life-critical systems. Building upon the constitutional principles established within the SAFE-Matter corpus, the Runtime Governance Architecture defines how evidence is transformed into admissibility, how admissibility gives rise to authority, and how authority is subsequently governed during execution. The architecture establishes a continuous governance model that evaluates evidential inputs, determines admissibility, derives operational authority, governs constitutional runtime states, controls execution through an Execution Gate, enforces governance outcomes, manages uncertainty through Unknown-State Governance, preserves evidential continuity through Safe-State Behaviour, and maintains accountability through escalation and audit mechanisms. The framework is designed to ensure that operational authority remains continuously justified by admissible evidence at the exact moment reliance occurs. Rather than relying solely upon historical certification, inspection, audit, or maintenance activities, the Runtime Governance Architecture continuously evaluates present-state legitimacy and ensures that execution authority remains aligned with evidential reality. This publication serves as the operational bridge between the SAFE-Matter Constitutional Doctrine and future implementation-level specifications, including admissibility computation and execution enforcement models.
