Abstract

A coordinated global legislative assault on vaporization is underway — from total bans in over 46 countries to taxation, shipping prohibitions, and flavor restrictions. This paper examines the financial mechanics behind these policies and documents a convergence of conflicting interests: government tobacco tax revenues and Master Settlement Agreement bond obligations, the pharmaceutical nicotine-replacement-therapy market, and the market-consolidation advantages costly regulation confers on legacy tobacco incumbents. It establishes the scientific case for vaporization as the most efficient cannabinoid delivery method, documents the financial incentives that align with legislative suppression of that technology, and presents the 2020 PACT Act amendment and state-level PG/PEG restrictions as case studies. The paper documents the existence and alignment of these incentives; it does not assert proof of legislative intent. Document ID: TUSA-WP-2026-03. Published by Terps USA Research.
