Abstract

This note provides the first operational layer after HγC A5: Distributed Bounded Revisability in Collective and Hybrid History-Bearing Intelligence. A5 fixed three concepts: the distributed ethical field, distributed bounded revisability, and responsibility landing-with-transmission. It did so as a concept-fixing paper, not as a formal model, governance design, metric, legal accountability framework, or AI ethics solution. The present note does not remove those larger deferrals. Its task is narrower: to make the A5 landing conditions minimally writeable, inspectable, and contestable. It introduces a minimal field representation, converts the ten A5 landing conditions into a recordable landing profile, gives minimal failure diagnostics for responsibility diffusion, responsibility entrapment, excess distributed closure, and excess distributed openness, and supplies a compact record form together with one schematic worked example. The central output is the Minimal Responsibility Landing Record v0.1. This record is not a metric, decision procedure, governance design, legal verdict, or final ethical judgment. It is a diagnostic record for asking whether responsibility in a distributed ethical field can land-with-transmission, whether the relevant evidence is insufficient or contested, and where responsibility fails when landing-with-transmission does not obtain. In the A-series sequence, A5-Ops Note 01 should be read as a minimal operational supplement to A5. It does not become A6 and does not introduce inter-field admissibility. It redeems one deferred task: the absence of a minimal record structure for responsibility landing-with-transmission.
