Abstract

Initial stage record of the fundamental governance problem in Hikari Currency social design. Three key statements from the inventor on June 16, 2026: (1) Hikari Currency must become the salvation of human rights restoration. (2) The question is how the full social design unfolds from there. (3) Historically, rulers have not always been evil. Core structural insight: the problem is not whether rulers are good or evil — the problem is that systems depending on personality cannot persist. A good ruler creates paradise; the day after they die, hell can begin. The design question is: how do we structuralize human rights protection that holds regardless of who holds power? Good rulers make the structure shine; bad rulers are held back by the structure. The full picture is not yet visible. The boundary between what is known and what is unknown is recorded honestly.
