Ordering Tool 09 — The Decision Drop Test
Abstract
Diagnosing When Visible Authority Has Lost Reversal Power. Ordering Tool 09 introduces the Decision Drop Test, a diagnostic tool for assessing whether visible decision interfaces still carry clean reversal power, or whether decisive weight has moved into deeper structural layers under rising failure cost. The tool operationalizes the concept of Decision Drop within the ORDERING Framework. It is designed for use in institutional analysis, regulatory assessment, system-risk diagnosis, infrastructure dependency analysis, public-policy review, and organizational decision studies. Where Ordering Tool 08 diagnoses whether a useful actor has become a Managed Variable, Tool 09 diagnoses whether formal or visible authority remains active after reversal power has moved deeper into infrastructure, dependency, fiscal capacity, institutional memory, geopolitical constraint, or continuity risk. This version is released as part of the ORDERING Framework tool layer.
