Ordering Case Notes No.07 — Germany and Nord Stream
Abstract
The Decision Drop Condition: When Reversal Power Moves Below Visible Policy Authority. Ordering Case Notes No.07 applies the ORDERING Framework to Germany’s Nord Stream dependency and the wider problem of reversal power under systemic constraint. The case note reads Nord Stream not primarily as an energy-policy failure, but as a Decision Drop case: a condition in which visible policy authority remains active after clean reversal power has moved into deeper structural layers, including infrastructure, dependency, continuity risk, fiscal absorption, geopolitical exposure, and public tolerance. The note develops the concepts of clean reversal power, burdened reversal, dropped reversal, constraint carrier, continuity risk, and phased Decision Drop. It also applies Ordering Tool 09 — The Decision Drop Test — to the Nord Stream case. This release is part of the Ordering Case Notes series.
