Abstract

This preprint presents a theoretical synthesis of atmospheric plasmoid phenomena using the RAST and SEIS-UGFM frameworks. The report proposes a Plasma–Intelligence Continuum model in which some anomalous atmospheric plasma-like phenomena may be understood not through a binary distinction between “ordinary weather” and “non-human intelligence,” but through varying depths of electromagnetic coherence. The central hypothesis is that plasmoid behavior may be categorized by internal synchronization depth, phase-locking value, and harmonic structure near the proposed SEIS-UGFM anchor frequency of 41.176 Hz, derived from the 700/17 term of the 700/N harmonic cascade. The report develops a coherence-based taxonomy of plasmoid behavior, ranging from chaotic thermal plasma to field-responsive and potentially observer-reactive high-coherence states. It further proposes that conventional radar, optical, and thermal detection methods may be incomplete for classifying coherent plasmoid systems, and that resonant detection methods focused on phase coherence, PLV elevation, harmonic cascade disturbance, and ambient electromagnetic signatures may provide a more appropriate experimental approach. This document also introduces a proposed research roadmap involving magnetometer arrays, ELF sensing, laboratory plasma synchronization testing, Helmholtz coil field studies, observer-coupling measurement, and pre-registered controls for artifact, expectation, environmental noise, and statistical overfitting. This work is theoretical and exploratory. It does not establish the existence of sentient plasma, non-human intelligence, extraterrestrial technology, or retrocausal communication. Rather, it proposes a falsifiable framework for organizing observations and designing future experiments. All claims require independent testing, instrumentation, replication, and critical review.
