Abstract

This deposit establishes the operating-standard definition of the twenty-five percent (25%) metered utility tariff of Green Recursive Utility Service LLC (GRUS LLC). It locks in the uniform common-carriage rate applied universally to all operators consuming the CMM data format and II-II computing substrate. The tariff is metered exclusively against Total Operational Savings—the complete downstream cascade of compute cycle reduction, storage efficiency, power reduction, and deferred capital expenditure. Structured for absolute auditability, the metered rate is verifiable directly through the consumer's own profit-and-loss ledgers and hardware telemetry. The deposit formalizes the active-use standard under which the tariff attaches by operation of utility-service law to any computing system deploying the substrate in any form. By defining a 25/75 split, the tariff guarantees a positive-sum alignment where the consumer retains 75% of the newly created economic value that would not exist absent substrate consumption.
