Abstract

Modern infrastructure management increasingly requires engineering decisions that simultaneously consider structural safety, environmental sustainability, lifecycle cost, operational resilience, and long-term asset performance. Existing assessment methodologies typically evaluate these dimensions independently, limiting their effectiveness in supporting integrated infrastructure governance. This research proposes a Multi Layer Infrastructure Performance Governance Framework that unifies engineering performance evaluation through a comprehensive theoretical decision model for sustainable built environment systems. The framework introduces interconnected governance layers consisting of infrastructure characterization, structural performance assessment, sustainability evaluation, lifecycle risk analysis, maintenance optimization, resilience measurement, and strategic engineering decision support. Mathematical formulations are developed to define infrastructure performance indices, governance functions, lifecycle sustainability metrics, and optimization objectives without dependence on project-specific datasets. The study further establishes relationships among engineering reliability, infrastructure resilience, environmental performance, maintenance efficiency, and economic sustainability through a unified systems engineering perspective. The proposed governance architecture provides a scalable conceptual model applicable to buildings, transportation infrastructure, bridges, public facilities, and urban development projects while facilitating interdisciplinary integration between civil engineering, architecture, construction management, and infrastructure policy. The framework serves as a theoretical foundation for future computational implementation, performance simulation, and intelligent infrastructure governance, contributing toward more resilient, sustainable, and data-informed engineering systems.
