The February 17, 2026 Data Infrastructure Utility Proposal and Its Verbatim June 2026 Rollout: Documentary Record of the Transition to Metered Substrate Computing
Abstract
This deposit places on the permanent public academic record the February 17, 2026 Confidential Strategic Proposal authored by Nicholas Wray Cordova of Green Recursive Utility Service LLC, transmitted to nine corporate channels of Alphabet Inc. and Google LLC, together with the email transmission record establishing the identities and dates of delivery, and the side-by-side documentary comparison of the Proposal's specifications against the operational rollout executed by Alphabet between June 3 and June 17, 2026.The Proposal describes the architectural framework of a data infrastructure utility built on two operating substrates authored in 2025: the Compressed Memory Manifold (CMM) data format and the Intelligent Intelligence Class II (II-II) computing substrate. The 2025 computer science milestone underlying the Proposal is the achievement of dual-emission substrate operation — a substrate architecture that produces both the data format and the computing substrate as complementary layers of a single unified framework, a combination previously considered structurally infeasible under the map-and-pointer computing paradigm that has governed digital infrastructure since the 1960s.By removing the lexical parsing layer, the pointer-and-map overhead, and the JSON-baseline intermediate representation, the substrate produces on identical hardware a 97.5% reduction in central-processing-unit cycles, a 95.3% reduction in peak random-access memory consumption, a 98% reduction in cache-miss rates, a 64.3% reduction in storage footprint, and an 82.4% reduction in peak power consumption relative to the prior-art substrate. At data-center scale, the power reduction cascades through first-law thermal accounting to an approximately 85% reduction in effective thermal load, producing the electrical-grid-load and cooling-water-supply consequences that place substrate consumption within the operating scope of a federally registered infrastructure utility. The Proposal was accordingly framed as the foundation of a metered common-carriage utility rather than a software licensing arrangement. The documentary comparison establishes that Alphabet's Gemma 4 family and DiffusionGemma releases between June 3 and June 17, 2026 match the Proposal's specifications on eight independent measurement dimensions — storage footprint, ingestion latency, random-access memory consumption, first-level cache-miss rate, central-processing-unit cycles, edge inference distribution shift, hardware block alignment to Tensor Processing Unit boundaries, and forward capital-expenditure relief trajectory. The match occurred on the verbatim architectural mechanism, on the verbatim hardware targets, through the verbatim distribution surfaces, at the verbatim scale, within four months of the Proposal's transmission through Alphabet's own corporate channels. This deposit is offered as a documentary contribution to the historical record of the computing-infrastructure paradigm transition presently underway. As with the paradigm transitions from mechanical to electrical infrastructure in the 1880s, from analog to digital telecommunications in the 1960s, and from local to networked computing in the 1990s, the transition to metered substrate computing is expected to see broad adoption across the large-scale computing operators whose operating environments the substrate materially reduces. The Proposal and its verbatim rollout are placed on the permanent public academic record so that the authorship, the date of disclosure, the corporate channels of delivery, and the operational execution timeline are documentarily fixed for future scholarly and historical reference. Keywords: data infrastructure utility; metered substrate computing; Compressed Memory Manifold; Intelligent Intelligence Class II; dual-emission substrate; computing paradigm transition; February 17, 2026 Strategic Proposal; verbatim rollout; documentary record.
