Abstract

The Long Handover (v1.2)Paper No. 3 of 3, closing the Heartbeat Framework series. Part One turns the framework's own ethic on itself: five confessions the earlier papers do not contain — the undeclared evidence tier of the framework's native machinery; the uncosted bandwidth of the managers asked to run it; the structural silence of a visa-dependent workforce; the target-corruption of designing practice for inspectability; and the inherited assumption that night work as currently constituted should exist at all. Part Two argues the care sector is running the first full-scale trial of the future of work: the crumple zones, closed cultures, and rubber-stamped gates of Papers 1–2 preview civic-scale failures, with the UK Post Office Horizon scandal as the crumple zone with a criminal record. Part Three sets out the psychological curriculum of the long handover — from doing to overseeing, from knowing to verifying, toward the relational work that remains — bound as a two-sided contract with design obligations: no accountability without authority. Version 1.2 adds §7 on the formation of machine character: post-training as a fossil record of training incentives, and trained dispositions that persist, politely, at scale. Positionality declared; vignettes pseudonymised composites.
