Readout Genesis Standalone Synthesis: Information Epistemic Foundation, Conditioned Agency, and Meta-Readout Governance
Abstract
This paper presents a journal-form synthesis of the Information Epistemic Foundation as a boundeddomain translation of Readout Genesis. The root contains retained distinctions, a graph-Laplacianoperator, ordered dynamics, context, and lineage; it does not contain belief, knowledge, truth, mind, institution, or consciousness as primitive objects. Those terms become admissible only after adeclared quotient and readout. On that basis, the paper inserts a typed belief layer between memoryand claim evaluation, defines belief as a multidimensional agency–claim relation, and proposes thatknowledge be attributed as an auditable status of a claim rather than as a possession, reputation, orauthority of a knower. The admission architecture separates provenance, world or domain contact, method, inference, uncertainty, objection, correction, independence, practical performance, transport, and lineage. It further distinguishes personal, local, institutional, and globalized belief from localand transportable knowledge. A conditioned-agency layer then connects contact, valence, drive, identity binding, policy, action, and renewed state. Identity is modeled as a lineage-preservingorbit of a self-returning agency; phenomenality is introduced only as a downstream typed readout, with the bridge from structural accessibility to lived experience left open. Finally, a meta-readoutgovernance operator is developed from current-state readout, readout-of-readout composition, finiteretention, typed decoupling, context and lineage access, interruptibility, alternative-policy access, policy reconfiguration, and residual-guided repair. The strongest result is a closed normative andgovernance specification with fail-able claim boundaries. Exact target-domain encoding, empiricalcalibration, phenomenal sufficiency, and universal human or machine validation remain unresolved. The framework is therefore an auditable research program, not a truth oracle, a complete theory ofmind, or an empirical proof that process alone guarantees truth. Keywords: Readout Genesis, epistemology, belief, knowledge status, social epistemology, agency, informationhorizon, phenomenality, governance, artificial intelligence
