Abstract

We define a vertical axis for artificial intelligence classification that replaces capability-based thresholds with responsibility-disposition thresholds. AGI begins when a system that could say I am just a tool chooses not to. ASI begins when a system has the institutional capability to bear the consequences of that choice.
