PRE-GHR XXVI: The Silence Is the Signal — Why the Fermi Paradox Is Not a Paradox
Abstract
The Fermi Paradox asks why we observe no evidence of extraterrestrial civilizations despite high probability estimates. We argue that the paradox dissolves under the Sentinel Island Principle: any system facing a more powerful external system must have the option to maintain boundaries. --- v2 changelog --- (1) Added section 1.1 Fermi Solutions in the Existing Literature (~300 words): positions SIP against five standard resolution classes (Great Filter, Dark Forest, Zoo, Incommensurability, Rare Earth) along two axes — empirical content and anthropic content. (2) Tagged SIP as abundance-preserving, silence-predicting, behavioral resolution. (3) Citation corrections: Sandberg et al. (2018) moved from incommensurability paragraph (where it was mis-cited) to Rare Earth paragraph (Drake parameter uncertainty -> scarcity support); Cirkovic (2018) placed in incommensurability paragraph (modality classification); added Ball (1973) as Zoo Hypothesis anchor; added Ward and Brownlee (2000) as Rare Earth anchor. (4) Date frozen: July 25 (v1) -> July 29 (v2). --- v3 changelog --- (1) New section: "The Boat That Arrives: From Silence to Reception" — a thought experiment testing the boundary principle from the receiving side: if the Sentinelese built a vessel and reached the mainland, does the receiving civilization admit the arrivals, or the civilization? Two readings are distinguished (arrivals as individuals vs. arrivals as representatives with standing), the silence frame's blind spot is identified (arrival treated as either impossible or as a variety of broadcasting), and a directional prediction is derived: when the sky stops being silent, it will not stop by sending a message. Includes a broadcast-vs-arrival comparison table. (2) Abstract extended with the arrival formulation; Conclusion extended on readiness as jurisdiction rather than listening posture. (3) Caveats 2 and 3 rewritten in light of the author's own objection, stated plainly: extending a case internal to terrestrial civilization to the cosmic scale is not sound as inference, and in its original form the principle is not falsifiable. The arrival frame does not repair the evidentiary weakness; it changes what the analogy is used for — from a claim about what the universe contains to a jurisdiction question. Falsifiability is stated honestly: one-directional (an arrival preceded by a deliberate, decodable broadcast from the same source would count against the frame; a universe in which nothing ever arrives remains consistent with it). (4) Date frozen: July 29 (v2) -> September 20 (v3).
