Abstract

This record presents the next integrated empirical sector study in the Return Theory (RT) programme: **CMB-Grounded Fixed-Host Tests of S8, JWST, and Independent High-Redshift Anchor Closure.** It continues *RT Empirical: Late-Time Cosmology* (https://doi.org/10.5281/zenodo.21209098) by transferring its frozen cosmic-chronometer reconstruction, without target-side physical refitting, to CMB, weak-lensing, JWST, and independent high-redshift record operators. RT is used exclusively as a pre-dynamical architecture for observations reconstructed by an embedded persistent observer. Observer, Access, Reference, and Temporal Reconstruction are explicitly instantiated. The physical host remains fixed: no gravitational field equation, matter-growth law, recombination physics, halo mass function, source dynamics, accretion, or stellar-evolution law is modified. The transferred observational chain is: z → reconstructed expansion → reconstructed distance → channel image. The Planck acoustic angle grounds the high-redshift continuation without reading S8 or JWST target amplitudes. For HSC-Y3, KiDS-Legacy, and DES-Y3, the frozen target-free weak-lensing response lies in the range 0.96348–0.96455. Applied to the published CMB reference image S8 = 0.832, it predicts reconstructed weak-lensing images of approximately 0.8016–0.8025. The combined comparison gives χ² = 4.096 for three components (p = 0.251), compared with χ² = 8.497 (p = 0.0368) for the no-image-shift case. The registered result is retrospective compatibility, not unique confirmation of RT. For the selected JWST examples, the reconstructed distance operators produce inferred mass ratios of 0.827–0.975. Under one fixed physical host interval, the associated mass-growth stress changes by only 0.3%–3.5%; the larger temporal-coordinate differences remain reconstruction-image statements and are not interpreted as additional physical source-growth time. The symmetric JWST population operator transforms both luminosity-derived stellar mass and survey comoving volume while leaving the host halo prediction unchanged. Across the target-free 81-member CMB-compatible reconstruction family, the implied-efficiency envelopes are 0.8459–0.8766 at z ≃ 7.5 and 0.9935–1.0230 at z ≃ 9. Both relief and worsening images occur. This identifies high-redshift reconstruction-family dependence without allowing JWST amplitudes to select a preferred family member. The independent high-redshift anchor analysis shows that the DESI DR2 Lyman-α record at z = 2.33 is a compatible rank-one boundary control but cannot close the two-coordinate high-redshift family. The registered prospective priorities are cosmic-dawn 21-cm radial BAO, multi-bin ELT redshift drift, and multi-bin LISA standard sirens. No prospective high-redshift amplitude is activated in this release.
