Protocol of Artificial Intelligence and State Sovereignty
Abstract
This bilingual Macedonian-English protocol note examines the public institutional dispute involving Anthropic, the United States administration and OpenAI concerning the deployment of frontier artificial-intelligence models in classified and national-security environments. It distinguishes lawful deployment and authorised security testing from unverified claims of unauthorised access. The paper introduces the WPA protocolometric framework and the Effective AI Sovereignty Index (EASI), linking legal jurisdiction, technical control, operational and infrastructural resilience, accountable human authorisation, auditable records, and effective interruption and redundancy. It further examines model-weight protection, compute security, private infrastructural sovereignty, distributed responsibility and cognitive sovereignty. The central argument is that national-security AI creates shared, but not dissolved, responsibility among the state, the AI laboratory, the infrastructure operator and the accountable human official.
