BIT Advanced-AI Operational Pacing Charter: Typed Causal-Frontier Transition Semantics and Receipt-Gated Authority Expansion — BIT-AAOPC-001, Pre-canonical R1
Abstract
This record presents BIT-AAOPC-001, a pre-canonical operational-governance charter for pacing material expansions of advanced-AI causal reach. It separates model capability from normative, technical, and realized authority, and defines typed deployment configurations, exact-use contracts, certified causal envelopes, non-compensatory T/F/U gates, governance timing margins, typed open obligations and causal-debt ledgers, human governing reserve, and rollback–compensation–settlement separation. The proposed PacingEvidenceBundle is an evidence carrier consumed by the existing CVC/CARL authority chain; it does not independently issue a UseReceipt, LiveCap, or execution authority. R1 contains four conditional analytic results, twelve countermodels, and a bounded policy corpus covering 2,097,152 cases with zero semantic mismatches and 12/12 targeted checks passed. These results establish finite consistency of the declared policy semantics only. They do not establish scientific novelty, legal validity, field safety, empirical effectiveness, organizational independence, or Lean verification. Status: PRECANONICAL_CHARTER_CLOSED_R1.
