Abstract

PECAN is a typed protocol for detecting when descriptive claims are being used to route material consequence. It separates proof and evidence from consent, standing, ethical permission, jurisdiction, and execution authority; opens one canonical crossing route; constructs a sixteen-field review ledger; preserves refusal and authority lineage; and routes a bounded packet toward separately declared normative review. PECAN does not decide what is ethical and does not authorize action by itself.
