Abstract

Prediction paper. No confirming data is presented here, and by design none can be: the two tests it names have not been run. A hierarchy of description levels, if generated by a fixed accounting step rather than by an adjustable scale factor, forces the same exact ratio to appear in observables that share no instrument, no physics and no systematics. The step is 3/8, fixed with no free parameter; the shadow of one level step in any amplitude-valued observable is therefore √(3/8) = 0.612372. The prediction is stated in advance and in falsifiable form for two mutually independent planes — an angular one (a multipole ladder in an all-sky map, ℓ ≥ 20, never examined) and a temporal one (a periodic cell structure in a decay counting series) — with thresholds and a binding interpretation table fixed before the data exists. Data already examined is explicitly excluded from counting as confirmation, including the window from which the ratio was originally read. A mirror section derives that the sign of the ratio is not observable (the tests measure |ratio|) and predicts chirality absent, giving the paper a second, orthogonal way to fail. A quantity of the framework derived within the same construction is recorded with no evidential weight, to avoid circularity. [ES] Paper de predicción. Una razón exacta, 3/8, predicha en dos planos independientes (cielo y tiempo) antes de mirar el dato, con umbrales congelados, tabla de interpretación vinculante y exclusión explícita de la ventana que dio origen al número.
