CASCADE 360: Enterprise Operating Model for Autonomous Enterprise Systems
Abstract
CASCADE 360 is a vendor-neutral enterprise operating model for governing autonomous enterprise systems, including agentic artificial intelligence, as delegated execution authority. It integrates design science, systems engineering, enterprise architecture, human factors, cybersecurity, and evidence-based management into a People-first operating model spanning People, Data, Process, Technology, and Business. Research Edition 6.0 develops Governance Capacity as the organizational capability to supervise, constrain, validate, and recover autonomous work at the rate and consequence level at which that work occurs. It addresses delegated authority, human capability preservation, knowledge and memory governance, distributed agent systems, evidence engineering and agentic observability, identity and continuous authorization, operational resilience, artificial intelligence economics, and sector-specific adaptations. The edition contains 235 reconciled sources and distinguishes theoretically derived, evidence-synthesized, expert-reviewed, demonstrated, experimentally evaluated, field-tested, and independently replicated claims. The integrated operating model has not been independently validated and is presented for practitioner review, implementation planning, and empirical evaluation. Research Edition 6.0 is a new version of Research Edition 5.0, DOI 10.5281/zenodo.21496761.
