odd-cycles-square-tail-replay: Exact verification of the square-tail inequality

Verification suite and manuscript for "Odd cycles, sech spectra, and a square-tail inequality". Every computer-assisted step of the proof is an exact integer or rational predicate; verify_all.py rebuilds each certificate from an empty directory and compares it with the released record, including negative controls.
