Abstract

This paper defines the context- and policy-relative interpretation layer between aligned SOF audits and any external downstream disposition. It introduces ActionContext, PolicyProfile, InterpretationRecord, CandidateActionSet, and explicit disposition results. The paper separates factual audit differences from defect attribution, severity, selection, authorization, execution, outcome, and effect. Candidates remain bounded informational records. They are not recommendations, execution commands, authorization receipts, feasibility proofs, causal effects, or object-state interventions. Version 2.1 is the Non-Intervention and Attribution Boundary Revision. It adds a fixed candidate-only execution boundary, closed Policy Predicate Language v1.0, deterministic predicate evaluation, explicit migration from SOFAction v2.0, and conformance-only validation receipts. The controlled corpus contains 28 migrated Paper XIII audits and one native GridWorld F4 audit. Migrated unresolved records produce no affirmative candidates; the native control produces only policy-relative review candidates. These results establish bounded protocol conformance only. They do not establish policy correctness, safety, defect status, feasibility, selection, authorization, execution, outcome, causal attribution, or intervention effect.
