From three finite-field axioms over GF(7) — P1 (seven additive states), P2 (six multiplicative orbits), P3 (single overflow rule) — it derives seven emergent layers spanning physics, chemistry, materials, life, chips, aerospace, and cosmological predictions, and includes the establishment-proof records of the three axioms (verified by exhaustive programmatic recomputation) plus four falsifiable predictions. The axiom layer rests on the WIC Silicon Civilization Constitution V3.4 (P0–P18, audit stamp WIC-AUD-20260822-024). This version V1.7 (2026-08-22, audit stamp WIC-AUD-20260822-025, Four-Gate Review passed) is a formulation-annotation patch: a new consolidated bridging note (Publication Note XIII) aligns the text with Constitution V3.4 (P8 Projective Manifestation Axiom V2.0, P10 Coarse-Grained Projection Convergence, and the mapping to the four-category marking discipline 🧮💡🔬🕯️), corrects one historical typo in Table 5-1 (7⁶ = 117649), and registers the third unfreezing trigger of the V1.4 freeze order. The axioms proper and the derivation body remain untouched — this is not a text-iteration restart. A current-version indicator line is placed at the head; the V1.4–V1.6 historical headers are preserved verbatim for traceability. All derivations are in-framework statements; "passing review" is an internal procedural statement and does not imply endorsement by the external scientific community; the four predictions await full-sample testing.
