Commit-Time Admissibility Preconditions: Design-Basis Envelope Containment, Contemporaneous Grounds, Verification-Resource Allocation, and State-Action Admissibility
Abstract
This record deposits Commit-Time Admissibility Preconditions: Design-Basis Envelope Containment, Contemporaneous Grounds, Verification-Resource Allocation, and State-Action Admissibility, together with subordinate Commercial Companion Note 11, Commit-Time Admissibility Evidence Readiness. The governing paper consolidates six bounded preconditions that must be addressed before a consequence-bearing commit can be treated as having an admissible basis. N1 requires a declared design-basis or reachable envelope to remain within identified, applicable, in-force tolerance envelopes after typed normalization, unit consistency, scope resolution, and authority precedence. N2 requires the grounds relied upon to exist, be available, be actually relied upon, and be bound no later than commit; a later explanation cannot become the historical ground of an earlier action. N3 requires scarce, time-bounded, independent, costly, or physically limited verification resources and their failure dispositions to be allocated before the relevant decision window closes. N4 fixes deterministic in its normative sense only: the same admissible inputs and rule version produce the same gate result, without implying physical predetermination, bit-exact model replay, or guaranteed safety. N5 limits degradation indicators to calibrated evidence and prevents a signal, threshold crossing, or verifier finding from silently becoming an Assumption Collapse Event declaration or a command. N6 separates permission from state-action admissibility across the observed state, declared uncertainty, horizon, latency, inertia, saturation, coupled loads, and bounded disturbances.A delayed-attachment survival rule requires every mutable load-bearing fact relied upon at commit either to remain valid through consequence attachment or to be re-evaluated before attachment. Later loss does not automatically falsify a historically proper commit, but it may defeat attachment or continuation. The paper uses the six-state determination vocabulary fixed by the preceding Semantic Crosswalk and Type-Separation Canon Locks: VALID, INVALID, INSUFFICIENT, CONFLICTED, EXPIRED, and NOT ESTABLISHED.The limited contribution is the N1–N6 precondition bundle and its temporal survival rule within the Applicability Boundary Doctrine corpus. The paper does not claim invention of atomic admission, non-compensatory pre-execution gating, pre-action authorization, runtime assurance, STPA, SOTIF, reachability analysis, control barrier functions, provenance systems, or governance-by-architecture. It introduces no controller, universal threshold, safety proof, certification method, legal presumption, or implementation licence. Passing the preconditions does not establish overall commit eligibility; operative capacity, claim-specific independence, and bound re-provability remain separately required and are not absorbed into this record.Commercial Companion Note 11 is a subordinate buyer-facing evidence-readiness companion for procurement, audit, insurer, counsel, safety-governance, board, product-claim, and deployment-review readers. It defines the public review surfaces, evidence requests, red flags, buyer questions, deliverables, and six-state dispositions for a Commit-Time Admissibility Evidence Readiness Review. It has no independent DOI and no independent doctrinal standing. An optional internal control pack may be licensed separately; the private templates, scoring method, thresholds, and implementation instruments are not part of this deposit. This record should be read with the governing Applicability Boundary Doctrine baseline DOI 10.5281/zenodo.19425317, the Corpus Continuity and Canon Policy Record DOI 10.5281/zenodo.21983371, and the immediately preceding Semantic Crosswalk and Type-Separation Canon Locks DOI 10.5281/zenodo.21985437. It does not replace any prior deposited record and does not depend on unpublished working files for public interpretation.Rights: GotoCalm Applicability Doctrine Terms of Use.
