Reflexive Admissibility: Commit Controls for Doctrine, Policy, and Governance Publication Pipelines Using Parallel Human and AI Drafting Tracks
Abstract
This record deposits Reflexive Admissibility: Commit Controls for Doctrine, Policy, and Governance Publication Pipelines Using Parallel Human and AI Drafting Tracks, together with subordinate Commercial Companion Note 12, AI-Assisted Publication and Governance Release Integrity. Record DOI: https://doi.org/10.5281/zenodo.21987654. The companion is a subordinate file within this record and carries no independent DOI. The governing paper treats a doctrine, policy, governance, standards, filing, or similar publication pipeline as a consequence-bearing production system. Its inputs include authored records, retrieved material, parallel human and AI drafts, identifiers, approvals, and release decisions; its outputs can create durable attribution, reliance, licensing, semantic, evidentiary, and correction consequences. The paper defines eight commit-blocking controls: C1 authorship and mandate integrity; C2 identifier and attribution verification; C3 external-record ownership; C4 register anomaly control; C5 homonym and type-separation control; C6 candidate-not-authority control; C7 common-cause disclosure; and C8 channel and version equivalence. Each required control is assessed at claim or control level using the deposited six-state vocabulary VALID, INVALID, INSUFFICIENT, CONFLICTED, EXPIRED, and NOT ESTABLISHED. Release eligibility remains NOT ESTABLISHED unless every control relevant to the declared release has determinate evidence and no unresolved defeating condition. No score or favorable control compensates for a failed blocking control. The paper also specifies a minimum publication record binding artifact identity, source-to-claim mapping, decisions, semantic change, common-cause disclosure, release authorization, correction capacity, and durable reconstructability. The limited contribution is a reflexive application of existing Applicability Boundary Doctrine disciplines to consequence-bearing public release, including parallel AI-assisted drafting. It does not publish the later Commit-Time Conjunction, depend on unpublished ABRL material, or claim invention of indirect prompt injection, DACSI, publication ethics, provenance, assurance cases, software supply-chain integrity, or AI management systems. Source verification is not authority; provenance is not truth; author consent is not claim validity; repository acceptance or a DOI is not doctrinal standing; and correlated model agreement is not independence. Commercial Companion Note 12 is a subordinate buyer-facing specification for a Publication-Commit Integrity Review. It identifies buyer groups, review surfaces, evidence requests, red flags, questions, deliverables, and six-state dispositions. Its public deliverables include a release identity and authority ledger, source-to-claim map, identifier and attribution verification register, semantic change and term-ownership diff, AI-track common-cause disclosure matrix, channel and version equivalence map, release decision and withholding record, and correction capacity and reconstructability plan. It has no independent DOI and no independent doctrinal standing. An optional private implementation pack may be licensed separately; its templates, methods, validators, workflows, and red-team prompts are not part of this deposit. This record should be read with the governing Applicability Boundary Doctrine baseline DOI 10.5281/zenodo.19425317, the Corpus Continuity and Canon Policy Record DOI 10.5281/zenodo.21983371, the Semantic Crosswalk and Type-Separation Canon Locks DOI 10.5281/zenodo.21985437, and the immediately preceding Commit-Time Admissibility Preconditions DOI 10.5281/zenodo.21987027. It does not replace prior deposited records and does not rely on unpublished working files for public interpretation. This is not legal advice, authorship adjudication, a plagiarism determination, a patent novelty opinion, scientific peer review, a safety case, certification, conformity assessment, compliance determination, operational authorization, or proof of originality or independence. The controls target observable artifact and decision defects, not persons, motives, or intent. Rights: GotoCalm Applicability Doctrine Terms of Use. See terms_of_use.txt in this record. Commercial implementation, operational integration, productization, paid assurance packaging, paid audit products, paid procurement deliverables, paid insurer-facing services, derivative commercial frameworks, commercial training products, and other commercial reuse designed for sale or service delivery require separate written permission or licence unless independently established without reliance on the authored framework.
