Abstract

This record deposits The Ordered Attribution Chain for Applicability Decisions: Evidence, Boundary Classification, Assessment, ACE Declaration, Transition Authorization, Execution Permission, Enforcement, and Record, together with subordinate Commercial Companion Note 15, Typed Decision-Lineage and Authority-Boundary Review. Record DOI: https://doi.org/10.5281/zenodo.21991856. The companion is a subordinate public file within this record and carries no independent DOI or independent doctrinal standing. The governing paper defines a conditional, partial-order attribution chain for applicability decisions: T0 evidence, optional T1 Boundary Event classification, T2 standing or applicability assessment, optional T3 ACE declaration, T4 transition review or contract, T5 execution permission, T6 enforcement effect, and T7 bound record. The order is a map of burden and attribution, not a mandatory workflow, a controller, or an authority-transfer mechanism. The paper adds a typed attribution tuple covering object identity, claim lane, subject, source boundary, producer, mandate, scope, validity, causal order, time evidence, inputs, rule version, result, uncertainty, defeaters, falsifier, next-authority disposition, and record references. Every omitted type must be shown as inapplicable, not required by a standing policy, unavailable, rejected, or deferred. Silence and compressed workflow language are not valid omission dispositions. The record distinguishes evidence from classification; classification from assessment; assessment from ACE; ACE from transition authorization; transition authorization from concrete execution permission; permission from physical or transactional effect; and preservation from proof of upstream truth or authority. A causal arrow neither establishes identity nor transfers authority. Later success does not retroactively cure a missing burden or failed handoff. This contribution is distinct from the earlier Semantic Crosswalk and Type-Separation Canon Locks, DOI 10.5281/zenodo.21985437. The Crosswalk owns load-bearing vocabulary and broad non-substitution rules. This record adds ordered attribution, handoff acceptance conditions, omission discipline, decision-lineage records, source-boundary controls, and category-misbinding falsifiers. It does not repeat the detailed Boundary Event taxonomy or runtime verifier implementation profile. Relation to adjacent work: W3C PROV and PROV-AGENT address provenance representation and agent-interaction lineage; Mnemosyne and Governing Actions, Not Agents address deterministic admission or independently attested conditions at consequential action; Atomic Decision Boundaries formalizes execution-time coupling. This record does not claim priority over those general ideas. Its narrower contribution is the cross-domain T0-T7 burden map, typed handoff acceptance, omission dispositions, category-misbinding falsifiers, next-authority disposition, and a T7 reconstruction boundary that does not manufacture upstream standing. Commercial Companion Note 15 is a public buyer-facing specification for a Typed Decision-Lineage and Authority-Boundary Review. The service reconstructs selected consequence-bearing paths, identifies where one lane is presented as another, maps assessment, declaration, transition, permission and enforcement authorities, tests omitted-type dispositions, and samples end-to-end record reconstruction. Public deliverable descriptions are included; client templates, scoring, prices, clauses, connectors, calibrated thresholds, automation schemas, test harnesses, and private review methods are not deposited.
