The Missing Boundary: The Unnamed Risk in Modern Infrastructure
Abstract
The Missing Boundary examines a largely unmodeled failure condition in modern autonomous systems, distributed systems, and AI-driven infrastructure: continued operation after the conditions supporting execution authority have degraded or disappeared. The paper distinguishes technical capability from legitimate authority and argues that continued operation, quiet telemetry, and the absence of visible failure are not sufficient evidence of correct or legitimate execution. The analysis focuses on the authority boundary that separates what a system is capable of doing from what it remains authorized to do. It examines silent failure, degraded coordination, uncertainty, and the structural risk created when systems continue to act because no explicit mechanism exists for authority contraction, refusal, or designed restraint. Refusal is treated not as malfunction, but as legitimate system behavior when sufficient authority can no longer be established. The paper argues that resilient autonomous systems require more than uptime, adaptation, or continuity. They require governance mechanisms capable of recognizing when authority has eroded, constraining action under degraded conditions, and preserving the option not to execute. This reframes AI governance, autonomous-system safety, resilience engineering, and system governance around a central architectural question: not merely whether a system can continue operating, but whether it remains legitimately authorized to do so. Discovery language: The missing boundary can be evaluated through operational permission, authorization state, credential scope, and permissions lifecycle controls, supported by verification records and an assurance case for controllable AI and autonomous-agent risk.
