Boundary Events and Post-Market Applicability Monitoring: An Observational Taxonomy for Explanatory Loss, Green-State Illusions, and Evidence-Grade Detection without Control Substitution
Abstract
This record deposits Boundary Events and Post-Market Applicability Monitoring: An Observational Taxonomy for Explanatory Loss, Green-State Illusions, and Evidence-Grade Detection without Control Substitution, together with subordinate Commercial Companion Note 18: Boundary Event and Green-State Exposure Review. Record DOI: https://doi.org/10.5281/zenodo.22012472. The companion is a subordinate public file within this record and carries no independent DOI or independent doctrinal standing. The governing paper defines Boundary Event as an observational T1 classification supported by T0 evidence and scoped to a declared explanation unit. The event may indicate proximity to, loss of, or structural failure of explanatory applicability even where performance, control, compliance, redundancy, logging, security, or human-approval indicators remain nominal. It does not by itself declare ACE, authorize transition, grant execution permission, command enforcement, establish incident reportability, or prove closure. Three levels are separated from consequence severity: BE-L1 boundary proximity, BE-L2 loss of applicability, and BE-L3 structural applicability failure. Six non-exclusive types cover state (BE-S), trajectory (BE-T), authority/epistemic standing (BE-H), update/change (BE-U), common-cause/topology (BE-C), and evidence/record failure (BE-R). Every classification names an explanation unit, evidence and provenance, scope and time, explanation gap, green-state markers, uncertainty, alternatives, common-cause status, owner, status, and falsifier. The paper defines Post-Market Applicability Monitoring as an evidence-generation and coverage-accounting layer. PMM inventories explanation units, observes evidence, qualifies candidates, preserves classification lifecycle, accounts for cross-system interactions and blind spots, and routes supported records to separate downstream assessment. PMM is not a performance dashboard, incident-response procedure, regulator-reporting engine, remediation workflow, runtime gate, controller, recommender, certification, or safety guarantee. The record supplies an Explanation Unit Register; Interaction, Trajectory, Change, Evidence Lineage, Boundary Event, Coverage and Blind-Spot, and Disposition/Re-establishment records; six monitoring domains; six public PMM artifacts; metrics with denominator and coverage limits; six changed-condition scenarios; twelve audit questions; fourteen falsifiers; external prior-art boundaries; and a limited contribution statement. It publishes no universal detector, numeric threshold, causal model, score, controller, trigger catalog, legal test, certification method, or implementation licence. Commercial Companion Note 18: Boundary Event and Green-State Exposure Review describes the buyer-facing Boundary Event and Green-State Exposure Review. Public deliverables include an Explanation Unit and Claim-Scope Register; Boundary Event Classification and Status Register; Green-State Illusion and Quiet-Surface Matrix; trajectory/authority/change/topology/evidence exposure map; PMM Coverage and Blind-Spot Register; event relation/common-cause/accumulation ledger; Disposition and Re-establishment Evidence Map; and changed-condition test plan with executive decision memo. Client thresholds, scores, templates, trigger catalogs, schemas, connectors, test payloads, automation, clauses, prices, vendor comparisons, underwriting models, and private review methods are not deposited. It does not determine causation, liability, breach, reportability, aggregation, reserve, indemnity, regulatory compliance, legal sufficiency, transfer of responsibility, or whether a monitor reduced loss.
