OpenHealth CDI: Governed Federated Health Data Collaboration

OpenHealth CDI is a proof-of-concept implementation of governed federated health-data collaboration. It separates federation admission and capability governance from the analytical runtime, supports differentiated participation such as contribution without model-consumption rights, and produces signed decision evidence for ALLOW and DENY outcomes. The repository contains the implementation, governance configuration, experimental PathMNIST partitioning, tests, and benchmark material.
