Abstract

A specification for an open registry of proto-concepts — machine-registered anomaly coordinates with provenance — under a referent quarantine: registration is free and fast, while promotion to a working term requires an attached, independently reproduced behavioral test. Introduces negative confabulation: the failure mode in which a model, lacking a name for what is present, reports its absence, leaving no artifact to check. Includes English (SPEC.md) and Russian (SPEC.ru.md) versions. v0.1.
