Abstract

The Foundational Definitions are the instruments that own the concepts the rest of the Design Basis for AI Governance corpus applies — the Bright Line and its placement criterion, the Broker role that discharges the authorization obligation, the determinism boundary as a scope gate, and the reserved sense of "envelope." Sector frameworks, facility-class design bases, application guides and vendor companions apply these definitions by reference; they do not define them. This edition contains six instruments: FD-BL v0.3, FD-LD v0.1, FD-EV v0.1, FD-BR v0.1, and the determinations FD-BL-D1 v0.3 and FD-BL-D2 v0.2. An edition is a coherence claim: it asserts that these instruments, at these versions, were reconciled against one another as of the edition date, and that the corpus applying them had been conformed to them as of that date.
