Abstract

Verified Factual Reference Base and instrument registry, CWIAL No. 1, version 0.1.0 A reference base of propositions whose factual status has been verified against the documented record, with the sources supporting each verification and a registry of the survey instruments used to measure belief in them. It serves as the reference standard in belief displacement measurement: a displacement is only meaningful against a stated true value, and this file set holds those values, their evidential basis and their verification dates. Propositions are graded TRUE, FALSE or CONTESTED. This is not a catalogue of false claims. Contents. Three tables and their codebook. vfrb_propositions.csv holds the register, one row per proposition, with its truth value, evidential tier, verification dates and the basis for its assignment. vfrb_sources.csv holds the sources supporting each truth value, with a reliability grade and access date. instruments.csv holds the survey instruments used to obtain belief readings, with fieldwork date, documented bias and the base actually used. vfrb_codebook.csv defines every field of all three tables, with type, whether it is required, permitted values, and the five source reliability grade definitions. README, CHANGELOG, CITATION.cff and LICENSE complete the set. Inclusion criteria. A proposition is admitted when it can be stated as a single declarative sentence with a determinate factual status; when that status can be established against a documented record, whether scientific consensus, official statistics or contested documentation, corresponding to tiers 1, 2 and 3. When at least one published survey reading of belief in it exists with a retrievable methodological record. Sources support the truth value only. The survey used to measure belief is the measuring instrument and is never counted as a source for the reference value. Limitations. Coverage is not systematic. Entries reflect propositions for which public polling happens to exist, which is a biased subset of the propositions that matter. Reliability grades and independence assessments are judgements against stated criteria, not measurements; they are recorded so a reader can disagree with them. Three independent sources are the working minimum, and the Brexit entry stands below it: the shortfall is declared rather than filled with additional citations. The design effect and translation terms attached to the instruments are declared, not measured. The claim-aware base in the 2018 Brexit instrument record is derived from published percentages and is not a measured quantity. This release holds two propositions. Citation: Urekar, M. (2026).
