SΔϕ-83 — Cost Return and Response Escalation: Externalized Burden, Repair, Exchange, Protective Intervention, and Coercion Review (v1.0, AI-Native Package)
Abstract
SΔϕ-83 — Cost Return and Response Escalation extends the SΔϕ Formalism from cost attribution into cost return, repair-burden analysis, residual-cost preservation, and response escalation. The package begins from a distinction between identifying where a cost has landed and determining whether that cost has actually been returned, repaired, compensated, redistributed, or merely displaced. Its canonical operational chain is: COST ATTRIBUTION → COST EXTERNALIZATION → COST RETURN → RESIDUAL COST → REPAIR / RE-ENTRY → RESPONSE ESCALATION SΔϕ-83 distinguishes the authority that makes a decision, the origin of a cost-producing path, the subject that bears the burden, the subject or institution receiving the benefit, and the actor that must bear the cost of complaint, proof, restoration, or re-entry. A central concept introduced by the package is Repair-Burden Externalization: a condition in which an affected subject not only bears the original cost, but must also absorb the costs required to make that burden visible, contestable, provable, repairable, or reversible. These secondary costs may include complaint costs, documentation and proof costs, legal or administrative access costs, waiting costs, restoration costs, and opportunity costs incurred during re-entry. The package treats Cost Return as an umbrella category that includes Exchange, Compensation, Restitution, Repair, Redistribution, and Residual Recognition. These mechanisms are not assumed to be equivalent. In particular, payment does not automatically establish valid consent or valid exchange, and compensation does not automatically erase irreversible or non-commensurable residual costs. SΔϕ-83 also introduces a five-level Response Escalation Ladder: R0 — OBSERVE R1 — RECOMMEND R2 — CORRECT R3 — PROTECT R4 — COERCION-REVIEW The response ladder is not a punishment scale and does not itself confer execution authority. R4 does not mean that coercion is authorized. It means that, if coercive intervention is considered, a separate review of necessity, proportionality, alternatives, authority legitimacy, scope, duration, reversibility, affected-party re-entry, appeal, independent review, and residual cost is required. SΔϕ-83 therefore explicitly separates assessment authority from execution authority. An AI or audit system may classify a case as R4 while possessing no authority to block, punish, terminate, freeze, confiscate, or otherwise enforce an outcome. The framework also requires explicit de-escalation conditions wherever structurally possible. A response system that can escalate but cannot be revised downward risks becoming a closure mechanism. Uncertainty is preserved through the SΔϕ UMR discipline. Unknown cost magnitude is not serialized as zero, unknown causal contribution is not absence, unknown consent quality is not valid consent, and unknown repair completeness is not full repair. The package is designed for both human and machine reconstruction and includes canonical English and Korean papers, an AI-readable core, formal specifications, cost-return taxonomy, repair-burden analysis, escalation and de-escalation rules, assessment/execution authority separation, coercion-review protocol, UMR evidence discipline, failure modes, misclassification guards, worked cases, AI-governance cases, machine-readable evaluation cases, JSON Schemas, evaluator instructions, provenance notes, citation metadata, and integrity manifests. Its three canonical protective propositions are: Cost Attribution ≠ Cost Return. Compensation ≠ Erasure of Residual Cost. Response Classification ≠ Execution Authority. SΔϕ-83 is an operational audit and meta-governance framework. It does not itself determine legal liability, moral guilt, regulatory sanctions, employment discipline, compensation amounts, or coercive authority.
