Abstract

The Constrained Informational Systems (CIS) Research Program Infrastructure Bundle provides the public program-level documentation and research infrastructure supporting the development, evaluation, testing, revision, and extension of the CIS research program. CIS investigates systems in which informational generation, transformation, selection, execution, or persistence occurs under constraint, with particular attention to how constraint structure, interaction, magnitude, and placement affect system behavior, admissible state and output spaces, stability, failure regimes, and related informational dynamics. The bundle includes the CIS Research Program Overview, Research Roadmap, Research Program Charter, Research Program Methods, Public CIS Unified Glossary, Public CIS Register, CIS Open Problems, and a README/manifest. Together, these artifacts define the program's scope and research trajectory; establish methodological and scientific-governance commitments; provide controlled terminology; expose governed scientific objects, testability structures, and open research questions; and provide infrastructure for the cumulative development, evaluation, and revision of CIS research. The initial release of the Public CIS Register contains 76 governed scientific objects, identified as CIS-RG-000001 through CIS-RG-000076. The Register preserves distinctions among scientific propositions, tests, estimands, falsification conditions, results, evidence, and proposition status. No governed study, result, or evidence records are represented in this release. This bundle constitutes research infrastructure rather than a new empirical study or empirical validation of CIS. Inclusion of a scientific object, hypothesis, test, formalism, proposed falsification condition, or other research object does not by itself establish empirical validity. Scientific claims originating in the foundational CIS publications should be cited to those publications directly. Foundational publications:D.S.
