The Adaptation Gap: Institutional Readiness for AI Governance in Volatile, Uncertain, Complex, and Ambiguous Environments
Abstract
A conceptual and methodological book developing the Adaptation Gap taxonomy — four institutional gaps (Anticipation, Predictive, Structural, Interpretive) mapped to the volatility, uncertainty, complexity, and ambiguity dimensions of the VUCA framework, applied to AI governance readiness. Includes a weighted composite index (the Adaptation Gap Index, G = w_v·G_v + w_u·G_u + w_c·G_c + w_a·G_a) and illustrative sectoral and regional applications drawn from OECD, Economist Impact, IBM, NACD, Trustmarque, and Stanford HAI data. This is a companion volume to The Compliance Gap (Zenodo DOI: 10.5281/zenodo.22666274).
