Abstract

Communication IV-B develops an institutional care reading within the Situation in Ukraine, focusing on the preservation of independent scientific and societal care capacity under conditions of war and hybrid warfare. It takes the scientific institution associated with the V.M. Bekhterev tradition as a concrete and symbolic scientific position and examines how psychiatric, neurological, medical and forensic-psychiatric expertise may remain available to Russian, Ukrainian, European and other war-affected populations and to future international peace research. The Communication distinguishes care for a scientific institution from representation of that institution and asks which procedures can preserve an institution's capacity to articulate its own scientific, institutional and care-related position. It further examines connections between present care needs, scientific care capacity and immobilised financial capacity, while leaving questions of ownership, responsibility, reparation, competence and final allocation to the competent authorities. This Zenodo record preserves the final English and Dutch versions of Communication IV-B together with a local archival OTP Submission Record documenting their successful submission to the ICC Office of the Prosecutor via OTPLink on 30 August 2026. The archival submission record contains the OTPLink reference, filenames and cryptographic fingerprints of the submitted PDFs. It is an independently created archival record and not an ICC-issued confirmation document.
