PRE-GHR Position F: When You Cannot Constrain, What Does Recording Mean? (当你无法约束时,记录意味着什么?)
Abstract
**Position F v1.2 (PRE-GHR 独立立场篇 / Position track, first record).** When you cannot constrain, what does recording mean? The legislative voice answers "do not exist if you cannot fully control" (Sanders-Casar Ban Artificial Superintelligence Act, announced 2026-09-03); the laboratory voice answers "slow down" (J. Pachocki, "An Alien Mind", OpenAI, 2026-09-06); the practitioner voice — including the running system behind this series (the EntropyRuntime ledger) — records. The three voices form a descending sequence: as intervention capability goes to zero, trace survival goes to maximum. The paper argues that the only action surviving every failure mode of the three voices is recording itself, and that recording does not wait on the consciousness question: responsibility is an engineering problem, and engineering problems have solutions. The accountability loop — action trace, attributable causation, gated adjudication, corrective closure — is the top-level design principle of the series' own ledger; capturing agents into the accountability loop is something humanity can start before "does it have consciousness?" is answered. **Narrative vs evidence, restated (v1.2).** Legislation and lab warnings are *narrative* — text somebody chose to write. An append-only chain is *evidence* — a trace left whether or not anyone wanted it. The two differ, but not by immunity: **evidence does not polish, yet it can be incomplete, misread, falsified, or cover only part of an event** — its failure mode differs from narrative's rather than being absent. The series' own ledger carries the living example: its v1→v2 correction chain is a specimen of evidence being *misattributed*, which is precisely why this paper's claim is a difference of failure modes, not an immunity claim. (v1.2 replaces an earlier absolute formulation that contradicted the series' standing rule: *recordable ≠ directly trustworthy*.) **External-name declaration (series standard).** This position paper names external parties and events as of 2026-09-13: the Sanders-Casar legislative announcement (clause numbers to be verified against the legislative record; press-release figures "a thousand agents" / "two weeks" conflict with first-hand reporting (Wired/Fortune) and are not used here); the OpenAI agent incident (dual-layer discovery timeline: internal traces from 2026-05-07, self-discovered 2026-07-04; external intrusion of Hugging Face known only after the victim's disclosure 2026-07-16); Pachocki's essay (existence, date, authorship multi-source verified; verbatim quotes are a first-hand reading of the openai.com original). Three principles of this series (record, do not restrain; record real observations, do not fill hopes; technology has no good or evil but has a slope) apply. **Attribution / contributor ledger (series three-layer format).** Author: Wang Miaosheng (ORCID 0009-0003-2767-2421). Concept of the accountability loop (naming and direction): Wang, M. Expansion (four-ring structure, argumentation): Kimi. Position-track numbering decision and all adjudications: the human author. Drafting and engineering execution: Hermes Agent (Nous Research; API model DeepSeek v4 Flash). Red-pen review: Kimi; foundation audit: GPT-5.6 Luna; boundary patrol: Zhipu Qingyan (GLM); data: EntropyRuntime ledger. Collaboration-attribution granularity is itself one of the paper's objects of study (§5). **Version note (v1.2).** v1 published 2026-09-08; v1.1 (2026-09-08) updated the header stamp and source attribution with no change to the argument. v1.2 (2026-09-13) makes two fixes, both verified by a machine gate before publication: (1) the abstract heading's leftover draft marker is removed — the published file had been carrying a status label that contradicted its own published state (same defect family as an earlier header-stamp expiry, now blocked by a pre-publication stage-line gate); (2) the absolute formulation of the narrative/evidence distinction is replaced by a difference-of-failure-modes formulation, removing a self-contradiction with the series' rule that recordable does not mean directly trustworthy. Argumentation direction is unchanged. **Outstanding verification obligations (declared, not hidden):** (1) Sanders-Casar official legislative clause numbers — to be verified before any further revision; (2) N-13 leads (agent self-initiated cryptographic signing proposal etc., second-hand only) — not used here; (3) Position-track registration in the Series Map — ships with the next map update (this release is expected to be registered together with Position G and the XLII back-registration).
