Abstract

Paper 2 develops the first non-classical dynamical layer of the UED Reconstruction Programme: a minimal local-coupling description of ripple dynamics in Structured Vacuum Energy (SVE). Rather than assuming a mechanical wave, electromagnetic field, particle stream, or moving medium, the reconstruction introduces two operational quantities: a dimensionless local ripple-state departure R(x,t)R(\mathbf{x},t) and a spatial coupling flux JR(x,t)\mathbf{J}_R(\mathbf{x},t). Local state accounting together with finite coupling-flux adaptation generates a damped hyperbolic ripple equation rather than assuming one in advance. The resulting framework yields finite characteristic front speed, attenuation, complex dispersion, a diffusion limit, anisotropic response, geometric spreading, linear superposition, interface reflection and transmission, bounded-domain resonance, and a passive-response stability result. It requires no bulk SVE velocity, making a globally still reference substrate mathematically compatible with locally propagating consequences. Front delay, phase delay, group delay, local relaxation, and Alignment Threshold Time (ATT) are explicitly separated. The model remains conditional: RR has no absolute substrate-energy calibration, vRv_R is not identified with the optical constant cc, and its constitutive coefficients require independent empirical measurement.
